The municipal resource-economy argument is becoming explicit.
The most consequential pattern is not a simple pro- versus anti-resource divide. Municipalities are increasingly describing electricity capacity, regulatory delay, industrial land, transportation corridors, forestry decline and loss of resource investment as local-government problems. NR70 is the clearest expression of that shift; APX84, NR58 and EB37 reinforce it from energy and infrastructure angles.
